Special Column - CMS Public Training Base
The CMS Public Training Base aligns with industry trends by introducing advanced technologies and practical training through long-term school-enterprise cooperation. It offers courses in smart manufacturing and automation technologies to cultivate highly skilled talent. By deepening the integration of industry, academia, and research, the base meets corporate demands and promotes the development of vocational education. It has become a benchmark for vocational training, providing talent support for both enterprises and regional economic development.
History & Developments
1999 - Suzhou CMS Machinery Co., Ltd. was established
2002 - Focused on electromechanical and mechanical manufacturing disciplines, cultivating technical talent through independent recruitment to meet enterprise demands
2010 - Introduced the work-study alternating model of school-enterprise cooperation, jointly developing a long-term talent training program with Shanxi Institute of Mechanical and Electrical Engineering, enabling students to alternate between theoretical learning and practical training
2018 - Adopted the New Apprenticeship in Enterprises model and signed a summer social practice base agreement with Suzhou Technician Institute in Jiangsu
2019 - Introduced vocational skill level training and certification, becoming an institution officially approved by local competent authorities with the qualifications to provide training, administer assessments, and issue certificates. These certificates hold the same validity as national-level certifications and are recognized by all public and private institutions across the country
2022 - Launched the Public Training Base, offering a learning platform that integrates theory and hands-on training for workers without prior vocational skill training or those needing to enhance their professional skills
Achievement 1: Vocational Skill Level Training and Certification
After undergoing testing and hands-on evaluations, laborers are certified upon meeting the standards of a specific vocational skill level. The certification system consists of five levels, ranked from lowest to highest: Level 5 (Junior Worker), Level 4 (Mid-Level Worker), Level 3 (Senior Worker), Level 2 (Technician), and Level 1 (Senior Technician). These certificates are valid across all public and private institutions nationwide, providing significant advantages in both job seeking and long-term career development.
ħ Training Target: Company employees, members of the public, and other interested individuals
ħ Training Courses and Number of Trainees: Six skill subjects offered over 12 sessions, with a total of 733 professionals trained
Achievement 2: Public Training Base Program
The Public Training Base must meet stringent requirements in terms of venue, facilities and equipment, professional instructors, offered courses, and training plans, and has been officially approved by the local competent authorities. It primarily targets workers without prior vocational skill training or those needing to enhance their professional skills, offering a learning platform that integrates theory and hands-on training. At the same time, through initiatives such as skills competitions, the program comprehensively improves technical knowledge and abilities, nurturing a new generation of industry talent.
ħ Training Target: All interested members of the public are welcome to register. A 25% tuition discount is offered to the Company’s employees, their family members, and client employees with a junior high school education or above

April 16, 2024: Suzhou municipal leaders visited the site for observation and exchange
April 26, 2024: The human resources and social security department organized the School Inside Factories event, centered on the development of skilled talent. The event focused on enhancing and expanding the skilled workforce to empower a new generation of industrial workers
November 21, 2024: Suzhou Federation of Trade Unions conducted a study and learning visit for observation and exchange
2025 Plan and Specific Goals
ħ Strive to be recognized as a Suzhou Smart Manufacturing Public Training Base and increase the number of training programs and activities
ħ Conduct employment-oriented practical training for core technical personnel in the field of smart manufacturing
- Talent development: Add 20 mid-level workers, 20 senior workers, and 2 technicians through vocational skills evaluation
- Instructor enhancement: Add 1 instructor with technician-level or above (midlevel title or above) qualification
- Development of rules and regulations: Improve various rules and regulations of the base and clarify its responsibilities
- Social public services: Define the base’s talent training and development objectives
- Organize 1 technical exchange and seminar with peer enterprises
- Conduct evaluations for 100 industrial robot system operators
- Bring in a professional safety training team, develop relevant training courses, and plan to conduct training programs for approximately 80 participants in areas such as safety officers, forklift operators, and electricians
Mid- to Long-Term Plan and Specific Goals
Conduct employment-oriented practical training for core technical personnel in the field of smart manufacturing, with over 200 trainees entering employment each year
